Joe is survived by his wife Victoria B. Garza of 28 years, daughter Chantel Marie Garza Cavazos, son in law (Mike Cavazos), son Alfredo Rios Jr. daughter in law (Barbie Rios), son Richard Beltran Jr. daughter in law (Paty Beltran) son Eddie Beltran, daughter in law (Debbie Beltran), sister Linda Guerrero, brother in law Richard Guerrero, sister Ramona Saenz, brother in law (Noe Saenz), sister Connie Cortazar, brother in law (Robert Cortazar), sister Carmen Martinez, brother in law (Ruben Martinez), sister Lucy Delgado, brother in law Willie Delgado; (12) grandchildren; Elva Guevara, Cayla Cavazos, Christian Cavazos, Anthony Rios, Andrew Rios, Elizabeth Rios, Jonathan Escobedo, Zafiro Beltran, Chenaniah Beltran (Devan Beltran), Benjamin Beltran, Ashley Shell. Joe was proceeded in death by; father Vicente Garza Sr., brother Vicente Garza Jr., mother Lucy Gutierrez Garza Delgado, and sister Rosemary Delgado.
Joe had 13 nieces and nephews, and 25 great nieces and nephews.

Joe was born in Tomball, Texas and raised in Houston, Texas (Magnolia). He was a kind, big hearted, loving father, husband, grandfather, and friend to everyone. Joe loved to dance and to cheer on his sports teams, he was a big fan of the (Texans) (Astros) and (Rockets). He also enjoyed watching Nascar. Joe worked as a machinist in the oil valve industry for over 30 years. His stepfather taught him exterior and interior painting when he was young, dad painted every room in our homes.
A special thank you to the many doctors and nurses at Memorial Hermann, and Methodist that took care of our dad, the family would like to extend their sincerest gratitude to them for all they did to allow us more time with our dad.
A visitation will be held Tuesday, August 20, 2019 from 5:00 p.m. until 10:00 p.m. at Funeraria Del Angel, 5100 North Freeway, Houston, Texas 77022.
