James was born in Denver, Colorado on July 25, 1929 and went to sleep on August 31, 2023 in Fresno at the age of 94.
Jim was a graduate of University of California, Berkeley and UC Berkeley Boalt Hall Law School.
Jim is survived by Ruth, his loving wife of seventy-two years, his five children, Kevin Wagner, Jana Smith, Bryan Wagner, Bill Wagner and Matthew Wagner, their spouses, ten grandchildren and six great grandchildren.
He was preceded in death by his grandson Stefan Wagner.
A private family graveside service will be held at Academy Cemetery.
