Billy Ray Bell entered eternal rest on August 29, 2024 surrounded by family. Billy Ray, affectionately known as Bill, was born on January 13th, 1956 in Shreveport, Louisiana to Junious Bell Sr. and Dorothy Mae Bell. He was the eldest of five children. Bill was a lifelong learner and a dedicated public servant. He achieved his Bachelor of Science in Telecommunications Management, a testament to his passion for education and knowledge.
Bill proudly served over 20 years in the Navy and National Guard, where he honed his communication skills. Following his distinguished military career, he joined the United States Department of State Foreign Services as an Information Management Technical Specialist for 13 years. In this role, he was highly regarded and essential to his team. Among his proudest moments was receiving recognition from several officials, including a memorable handshake and kind words from Commander in Chief, President Barack Obama.
In 1993, after two years of dating Bill married his beloved wife, Lisa Armstrong. Together they built a beautiful family and had two sons, Alex and Matthew Bell. Bill was an active member of the Black Pilots Association and the Civil Air Patrol South Bay Senior Squadron 129, United States Air Force Auxiliary, for three years. His love of flying planes was something he cherished sharing with his children, passing on his enthusiasm and knowledge. Despite his busy schedule, Bill always made time for God, reflecting his deep faith and commitment to spiritual growth. Known for his love of fried chicken, Bill was a man who appreciated the simple pleasures in life. From a young age, Bill had a curious mind, often taking things apart to understand how they worked. This innate curiosity stayed with him throughout his life, influencing both his professional and personal endeavors. Billy Ray Bell will be remembered as a brilliant mind, a passionate aviator, a dedicated public servant, and a loving father. He leaves behind a legacy of service, knowledge, and inspiration.
Survived with deep sorrow by his wife, Lisa Bell; two children, Alex and Matthew Bell; his mom, Dorothy Mae Bell; four siblings, Dorothy Ann Jarmon, Junious Bell Jr., Carolyn Rounette Millender, Gregory Lamount Bell; many more family and friends.
Bill is preceded in death by his father, Junious Bell Sr.
