Elsie M. Cooper was born 28 March 1943 in Clint Texas to Jim Milner and Edna Rusell-Milner who both preceded her in death.
While Elsie was home in Clint and Fabens Texas, she was a member of Fabens Chapel AME Church where she served as Church Secretary. She later joined Mt. Zion Baptist Church in Canutillo Texas and Unity missionary Baptist Church in El Paso Texas where she also served as Church Secretary and Church Administrator.
Elsie’s education began in in Fabens Carver Elementary School. She then went on to complete basic education at Clint High School in Clint Texas. Her advanced education was completed at Park College Fort Bliss Texas in Accounting.
Elsie was an accountant for the United States Army, were she served in many different assignments in Supply Division from Central Issue Facility, Self Service Supply and Finance and Accounting. Upon completion of her civil service career, she completed her final position at Unity Missionary Baptist Church as the accountant and Church Administrator.
Elsie departed her earthly home to unite with her Eternal Father on 1 May 2021. Her son Reginald Meadows preceded her in death. She leaves to mourn her passing two children Theresa August and Jason Meadows (Lorraine) all of El Paso Texas. She also leaves behind on step daughter Nicole R. Carter of Hinesville Georgia. Three sisters: Elder Stella J. Bradley, Alyce Thompson, and Rev. Dr. Helen Burton (William). Two brothers: Deacon David Milner (Mary) and Eddie Milner. Seven grandchildren: Maurecio Price, Michael Price, Monte’ Price, Briana Meadows, Matthew Meadows, Samuel Meadows, and Jasmine Merritt.
