Stephen Edward Carroll - born May 16, 1952, in Euclid, Ohio. The first son of the late John David and Helen Carroll and the second oldest of seven children. He is survived by his wife, Belinda Carroll; her children - Disney and Roark; his sons - Stephen and Patrick; their wives - Julie and Taryn; four granddaughters - Camryn, Aubrey, Quinnley and Raylin. He is also survived by six siblings - Kathy, Mary Jo, David, Chris, Ginger and Will; their spouses, 15 nieces and nephews, and hundreds of “cousins.”
Steve’s first of many moves was to Hyattsville, Maryland in 1954 where he attended St. Jerome Catholic School. In 1960, the family moved west to Whittier, California - Steve attended St. Gregory The Great School. Almost four years later the Carroll’s packed up again and moved to Fresno - Steve attended Our Lady of Victory Elementary School and went on to San Joaquin Memorial High School where he lettered in swimming and graduated in 1970.
Steve joined the US Navy after high school. He served as an Electronics Technician – servicing nuclear submarines aboard the USS HUNLEY (AS-31) while stationed in Guam and Bremerton, Washington. Upon completion of his service to our Country, Steve returned to Fresno where he attended City College, worked hard at multiple landscaping jobs and earned his contractor’s license. Upon that success, Carroll Enterprises was born – where he provided custom landscaping and garden maintenance services.
After marrying Elizabeth Guerriero, better known to us all as Betty, in 1978, Steve moved to Clovis, California. In 1980, his first son, Stephen Domenick was born. At this time, Steve started his career in Public Works working for the City of Selma. While he started as a Streets Crew worker, he worked his way up the ranks to become the Public Works Director. Steve always desired to help his friends and his community in any way he could. In 1984, his son Patrick Augustus was born.
In 1989, Steve jumped on the opportunity of a lifetime - He moved to El Cajon and was selected by the City of Santee to become a Superintendent for their Public Works Department. He remained in Santee for about nine years before moving to his heaven on earth, Pine Valley, in 1998. He was the Superintendent In-Charge of Maintenance for the Mountain Empire School District. He became a permanent fixture in Pine Valley.
His entrepreneurship never waned. In 2004, Steve created the California Rural Water Association and started his most successful business, California Drinking Water. He provided an essential service which ensured safe drinking water for the community. In 2015, Stephen married Belinda Green and lovingly added Disney and Roark to the Carroll clan.
Stephen Edward Carroll was a devoted husband, father and grandfather. He lived life hard every day - loving his large family, his friends and associates, playing horseshoes, listening to loud classic rock music, the annual family camp-out and spending time with his Pine Valley neighbors. Steve was very involved in his community and was part of the Kiwanis organization. He was a proud patriot who always had solutions to any problem and often took on many more responsibilities than the rest of us, always with the “make it right” attitude he never forgot. He genuinely cared about his surroundings. From the weather to the sunsets, to the neighbors and their needs, he was ALWAYS there and will always be in our hearts!
If you ever knew Steve, you knew he was a very spiritual man and I know you heard him exclaim, more than once, “Thank you Jesus,” thanking Him for his blessed life and loved ones who surrounded him. He is and will always be deeply missed by family, friends and all who knew him.
A Celebration of Life will be held at Pine Valley Park, 28810 Old Highway 80, on Saturday, May 22nd at 2:00 PM.
