Doug was born near Innisfail, Alberta on November 23, 1921. His parents, Claude Woodford Carter and Minnie Honora (Lorimer), had moved to Alberta from Cumberland County, NS and in the late 1930s they returned to live in Springhill.
Doug attended Mount Allison University and the University of New Brunswick graduating in Civil Engineering in 1946. While working at the warplane manufacturing plant in Amherst during WWII he met Eileen Alice Henman. They married in 1943 and made their home in Saint John.
In the early 1950s they returned to Amherst where Doug joined Maritime Marshlands Rehabilitation. He was involved in dykes and tidal control structures in New Brunswick and Nova Scotia. After these projects Doug joined the Nova Scotia Power Commission in Halifax and was active in many hydro projects throughout the Province.
In 1965 the family moved from Dartmouth to Riverview, NB where Doug worked with a large contracting firm doing business throughout the Atlantic Provinces. This led to the development of his own engineering practice in both Amherst and Dartmouth. Eventually, he joined a larger firm as its Nova Scotia representative. In 1972, he joined the Nova Scotia government, and was later appointed Deputy Minister of Environment, a position he retired from in 1984.
Besides his parents and his sister, Jean Cochrane, River Hebert, he was predeceased by his wife, Eileen. They had been married for 74 years when she died in 2017.
Doug is survived by his daughter Patricia, Dartmouth, sons Donald (Lynn), Port Hawkesbury; Claude (Chris), Halifax; James (Shirley), Regina; and David (Karen), Dorval. He is also survived by 10 grandchildren, John Douglas, Lindsay, Jill, Alex, Ashley, Aleesa, Kaitlyn, Kimberly, Neil and Glen and 13 great-grandchildren Huck, William, Abraham, Sadie, Ida, Maya, Brady, Adelyn, Emilie, Matheo, Olivia, Elodie and Elle.
Doug and Eileen were active in carrying out home improvements, gardening, quilting and playing golf together well into their nineties.
Cremation has taken place. A funeral Mass will be held at a later date. In lieu of flowers, donations may be made to Northwood Foundation or the charity of your choice.
