Dr.  "Joe" will always have a Special place in our family's hearts💓   Not only was Joe an excellent vet, he was funny, charming, caring and had  a great sense of Humor....which we experienced numerous times over the years!  
When you walked into the clinic...if the waiting room area  was overcrowded. .You knew immediately that  Joe was the vet seeing patients!  He loved to chat 🥰 and was never in a hurry while he took care of your pet !  Joe was an endearing man to all of us.  Just recalling some of those past "times" can make us laugh out loud 😂😂🤣

Dr. Starcher hired me in 2004 as Assistant State Veterinarian after 30 years of private practice. I really enjoyed the opportunity and the privilege to work with Dr. Starcher. One of my memories was his last day as State Veterinarian, he accompanied me to a deer farm for testing. I have cherished that memory that I had the privilege to spend the last day with him on the job. Due to a prior commitment, I was saddened not to be able to attend the services. I will always value the good times that we had together. Thanks for the memories, Dr. Bill Casto. 

Hard to imagine a world without this great man. He was so kind and helped so many going over and above the call of duty. Rest in Peace Doctor Joe. I know that there will be many people and animals in heaven to welcome you. Praying for peace to his wonderful wife Phyllis, always by his side.

My sincere prayers for the family.  He was a wonderful man and a great veterinarian. He helped one and all always. He was loved and Will truly be missed by many. So very sorry for your loss. 

So, so sorry for friends and family. Dr. Starcher was a SUPER guy and one of my favorite people that I've worked with at WVDA.

I just wanted to send a note saying how grateful I am to have had Dr. Starcher as one of my mentors. 
He was a great man.  I will always have wonderful memories of my time spent at Cross Lanes Vet Hospital. I feel honored he chose to have me as his doctor.  I have truly enjoyed our visits and getting to know him even better through the years.  We shared lots of stories and smiles together. He was so proud of his family and I am so sorry for your loss.  

Phyllis, it is with deep sadness that I send you and your family a note of condolence for Joe. He was always so kind to Von and to me. We enjoyed our get-togethers at Canaan Valley. I never saw him when he didn’t have a smile on his face and he comforted us when we lost one of our pets. He will truly be missed. You and your entire family are in my thoughts and prayers.

We started with Dr Starcher and Dr Warner in Dunbar. The best Vet ever. He was a wonderful and caring man. We continued with him until he retired. We will always remember him as the best.

This is Debbis Staats I would like to thank Dr.Starcher for hiring me and giving me a chance to help animals, he was a great man and I learned a lot working for CLVH. I'll have all of his family in my prayers.

Dr. Starcher and Dr. Warner were my first vets upon moving to Cross Lanes.  They were both so kind and caring for my cats.  Dr.  Starcher gave me Tabby after one of my cats passed away.  I am so sorry for his death—a great loss to his family and friends.  Prayers for his family.

Doc & his CLVH has been serving our cats since he & Warner started the hospital. That's why we still travel the distance for the quality care.  He was always so helpful & jovial during those visits. Once one of our cats had an eye injury caused by an insect, he called other staff members in the hospital to come in to see ,& learn how to treat the injury. On another occasion he purchased a bear photo from my husband to hang in one of the examine rooms. It was a funny photo of the bear at French Creek Game Farm. It made him & others smile & laugh.  He was a GREAT vet for our four legged creatures, thank you! Our deepest condolences to his family.

Joe was my Veterinarian until his retirement.  I have so many Happy memories of him.   He was a GREAT vet, who always went out of his way to to help your pet.  Joe  was so funny and personable.  I have so many stories I could tell, but will end with this: 
Dear Joe,   I considered you a Friend and a Caring , Compassionate Veterinarian.  You consoled me through many sad times.
Your "LIGHT" was always Shining  💓
GOD BLESS YOU....You will be missed ✝✝✝✝✝✝💓

Phyllis, Cassel and I send our prayers. You and Joe took our Katie in your arms during those mission trips. We are forever grateful. You are one of the reasons she enjoyed those trips so much. I will be out of town, and Katie is on her honeymoon so we will not be there on Thursday, but are thoughts are with you. We are just a small part of the lives that Joe has touched. Peace to you, your family and his friends. 

So very sorry for your loss.  I worked with Dr. Joe at the Veterinary Clinic for several years. He taught me a lot about animal care and veterinary medicine when I was a Vet Tech at the Clinic.  I have lots of fond memories of him.   He was a wonderful and caring person.  

To Phyllis and family -- my heart is heavy to hear that Dr. Starcher has passed.  I loved him and you Phyllis with all of my heart.  Even though I don't leave in WV anymore, I think of you often and wonder how you were doing.  If you ever want to visit Florida, my home is always open to you.  You are one special lady!
