She was born to Frank and Lupe Moncibaiz on July 31, 1951, and grew up in Abilene, Texas, as the second eldest among four sisters and two brothers. After graduating from Abilene High in 1969, Frannie attended the University of Corpus Christi, where she graduated with a B.A. in History in 1972.
Shortly after college and true to Frannie’s benevolent nature, she took a teaching position at the Corpus Christi State School. She graciously helped and taught many persons with disabilities and met her husband, Louie Garza. Their passion for helping others brought them together, even if it took a year for Frannie to finally agree to date Louie after a long pursuit on his behalf. Frances and Louie married on July 31, 1987, on Frannie's birthday, for 35 beautiful years. Together they helped raise Frannie’s stepdaughter, Katrina Garza.
Frannie had a notable career and worked as a Public Relations Officer for the Corpus Christi Memorial Hospital and the Texas Department of Transportation. She made continuous television debuts helping to guide the public about road improvements and significant accidents. She worked at the Texas Department of Transportation until her retirement.
Frannie was a voracious reader, and there wasn’t a time when you didn’t see her without a book or her e-reader in her hands. She also loved spending time with her siblings, making arts and crafts, bargain shopping, and traveling to historic destinations like Boston, Massachusetts, Washington, DC, and Lima, Peru. While Frannie wasn’t big on outdoor adventures, Fran always prioritized joining her husband and daughter on road trips to the Big Bend, New Mexico, Colorado, and camping trips in the Padre Island National Seashore. She also supported Louie and Kat in creating and participating in our Beach to Bay family traditions making for the best of times and family memories.
Frannie touched the lives of so many people. Her honesty and selfless approach highlighted her personality. She was dedicated to her family and would do anything to help support them in any way she could. She was the favorite Aunt among her sibling’s children and was always so proud of her siblings, nieces, and nephews. She never failed to remember birthdays and Christmas gifts for all her family and friends. Frannie was so very loved and will be missed by so many.
She is survived by her husband, Louie Garza, and her stepdaughter, Katrina Garza; her siblings, Esther Bernard, Richard Moncibaiz, Carlos Moncibaiz, Liz Binns, and Anna Farrow; her many nieces and nephews, cousins, and countless extended family and friends.
A public visitation for Frances will be held Thursday, July 28, 2022 at 5:00 PM at Memory Gardens Funeral Home, 8200 Old Brownsville Road, Corpus Christi, Texas 78415. Following the public visitation will be a funeral service at 7:00 PM.
