Born on June 16, 1942, in Wake County, he was a son to the late Clifton Howard Rudd and Eleanor Nelms Rudd.
Clarence grew up in Louisburg, North Carolina and was a proud United States Navy Veteran. He enjoyed owning a trailer park for many years and considered it a hobby of his. Clarence loved helping and taking care of people and was a good hearted man. In his later years in declining health, his brother-in-law, Duane, who was more like a brother to Clarence, cared for him and they developed a very close friendship. He was also cared for by his dear lifelong friend of 50 years, JoAnn Barnett who loved him dearly, Evelyn Horton, and caretakers, Lisa McLeod and Michael Traverson who Clarence called “That boy”. Clarence was blessed with his friendships and cherished them all.
