He was born in Smyrna, TN on May 14, 1939. Charlie graduated from Smyrna High School, attended Middle Tennessee State University in Murfreesboro, TN, and graduated with a Bachelor of Science degree in Civil Engineering from the University of Tennessee in 1962 after studying as a Coop Engineering Student.
He initially worked for the Tennessee State Highway Department helping to build I-75 from Lenoir City to Oak Ridge. He shortly after accepted a position with Texaco Inc in Florida. He met his wife, Alice Lipthrott, a social worker, on Davis Islands, FL and they were married on New Year’s Eve in 1969 in St. Petersburg, FL.
In 1968, he became licensed to practice as a Professional Engineer in Florida and started his longtime career with the Southwest Florida Water Management District (“SWFWMD”). In 2004, Charlie celebrated 35 years employment at SWFWMD and retired as Engineering Program Director where he provided direction and support to the Environmental Resource Permitting program and other surface water regulation activities.
Charlie and Alice were longtime residents of Brooksville, FL where they raised their two children and enjoyed spending time with their grandchildren. Charlie was a loving and devoted father and grandfather.
Charlie was active in his community as long as he was able. He was an Elder and Deacon at the First Presbyterian Church of Brooksville, a member of the Brooksville Planning and Zoning Board, President of the Men’s Ministry at the First Methodist Church of Brooksville, active in the Boy Scouts, a School Science Fair Judge, a former member of Kiwanis Club, and was Santa Claus at Chocochatti School. He was recognized as Outstanding Volunteer of the Year for the City of Brooksville in 2007.
Charlie also enjoyed southern food and lifestyle, collections (like his pocket knives), watching football on TV, reminiscing about old times with old friends, and going to the flea market. He was also a farmer at heart and liked growing and sourcing fresh produce to share with friends and family.
Charlie is survived by his wife of 53 years, Alice Lipthrott Miller, his children Jenny Ellen Miller Russell (married to Reed L. Russell) and John Nathan Miller (married to Renee Olive Miller), and his grandchildren, Charles “Lock” Russell, Frederick August “Gus” Russell, Peyton Reace Miller, Ellen Hee Min Russell, and Kathryn Madison “Kate” Miller.
Funeral services will be held on Tuesday, April 18, 2023 at 1pm at the First Presbyterian Church of Brooksville. Visitation starts at 12 noon. A burial will follow at the Florida Hills Memorial Gardens in Spring Hill, FL.
