Phil was born Nov. 29, 1940, in Peoria, IL, to Blanch Routh and Clarence “Mick” Miller. At age 16 his family moved to Colorado. He graduated from CU in 1962 and CU Law School in 1965. He met the love of his life, Joannie Waters, in 1964; they were married for 59 years.
As an attorney in the Navy, he served on active duty for 3 years, and as a reservist for 25, reaching the rank of Captain. Navy posts included Newport, RI, Treasure Island, CA, and Great Lakes, IL. In 1968, he moved back to Colorado and started working at the Adams County Public Defender’s Office. Phil and family returned to Boulder for good in 1976. There he worked 25 years in the District Attorney’s office where he juggled a heavy load of criminal prosecutions and became the supervising attorney over juvenile cases.
He volunteered for restorative justice programs, Boy Scout Troop 78, and Boulder Public Library’s Boulder Reads Program, providing books to home-bound seniors.
He was fortunate to have an active life. He ran the Bolder Boulder 40 consecutive years, and enjoyed skiing, bicycle trips with the self-described Middle-Aged Fat Guys, and tennis at the Meadows Club. He and Joannie traveled to New Zealand, Hawai’i, Alaska, Mexico, England, and France. At home he enjoyed board games, making home movies, and cheering on his kids at many sporting events.
Phil was kind, humorous, and curious about the world. He struck up easy conversations with waiters, grocery clerks, and even strangers sharing an elevator. He loved reading history, especially about explorers, the Navy, World War II, and U.S. presidents. He made omelets for the family, even honoring requests to add peanut butter and jelly. He and Joannie set an example of dedication to work, family, and friends.
He is survived by his wife (Joannie), three children (and their partners): Bart (Lisa), Nate (Rina), and Carol (Steven); and brother Scott (Teri) of Indianapolis, IN. He is predeceased by his parents and older sister Marilyn.
A celebration of his life will be held at the Byron White Club Level lounge on the east side of CU’s Folsom Field, on Saturday, November 23, at 2 p.m. In lieu of flowers, consider donating to a worthy cause.
