Bob was born in Philadelphia, PA, and traveled the world as the son of an Air Force Chaplin. He was an Eagle Scout and inducted into the “Order of the Arrow” while attending San Angelo High School. He then attended Rice University, followed by Baylor College of Medicine receiving a Masters in Anatomy, his Medical Degree and completed his Residency in Obstetrics & Gynecology. Upon finishing residency he and his wife Earlene, along with their two sons, Paul and Thom moved to Austin, TX, where he served his two year commitment as a Major in the USAF. He then went on to practice Obstetrics & Gynecology in Austin for over 30 years.
He loved his family, travel, skiing, hiking, wild life photography in the Tetons, and working in his yard. Bob was happiest when he was around his sons, daughter’s-in-laws and grandchildren. Another passion later in life was serving with the Volunteer Fire Department in Plumas County, CA. He will be greatly missed, but we are so thankful to have the hope and knowledge that we will see him again in Heaven.
Bob was preceded in death by his wife, Grace Earlene Fulmer, as well as his parents, Paul and Roberta Fulmer. He is survived by his sister Paula Blackett; his son R. Paul Fulmer, MD, his wife Janet and their daughters Catharine and Lauren; his son Thom Fulmer and his wife Celia and their son and daughter Davis and Anna. Bob is also survived by his loving companion of his last years, Peggy Sturdevant.
Bob’s favorite Bible verse was Isaiah 40:31:
“But those who hope in the Lord will renew their strength.
They will soar on wings like eagles; they will run and not grow weary,
They will walk and not grow faint.”

A graveside service for Robert will be held Sunday, September 19, 2021 from 2:30 PM to 3:00 PM at Austin Memorial Park, 2800 Hancock Drive, Austin, Texas 78731.
