Shirley was born in Hale Center, Texas, to Edgar Jesse Windsor and Willie May Smith Windsor on May 21, 1935. She met Louis Bragg at North Texas State University, and they were married on August 21, 1954. She was active with the First Presbyterian Church in Arlington.

Shirley was preceded in death by her husband, Louis, and her siblings.

Survivors: She is survived in death by her children, Debbie Williams and husband, Gary, Susan Bragg O’Keefe, and David Bragg and wife, Kim; grandchildren, Gregg Williams and wife, Miranda, Jordan Williams and wife Natalie, Bryant Williams and wife, Amanda, Josh Bragg and wife, Tristen, and Rachael Bragg; and her 4 great-grandchildren, Cadence Williams, Grayson Williams, Adaline Bragg, and Baker Williams.
