James was born April 27, 1937 in Harnett County, NC to the late Caley Ray Palmer and Ada Baker Palmer. He was a graduate of Apex High School and veteran of the NC Army National Guard. James worked with the NC Division of Motor Vehicles, License and Theft Division, retiring with over 27 years of service. He was a faithful member of New Hill Baptist Church.
James was preceded in death by his first wife, Margaret Allen Palmer; son, Mark Allen Palmer; and sister, Doris Palmer Sears.
He is survived by his wife, Goldie Wise Palmer; daughter, Debra Palmer Holland (Dana); sister, Joan Palmer Johnson (Sherwood); two grandchildren, Rachel Conrad (Jason), Grace Rubio (Jamie); and one great grandchild.
A funeral service will be held on Wednesday, September 14th at 11 am at New Hill Baptist Church, 3700 Old US 1 Hwy, New Hill, NC, with burial to follow at Apex Cemetery.
