Richard Scott III, age 53, of Virginia Beach, Virginia passed away on Sunday, June 4, 2023.
In loving memory of our brother, Richard Scott, III, who seemed to always be happy, unless of course he had a case of the “grumps.” He was the second oldest of six children, Shelia (Evelyn) Andrews of Cape Coral, FL; Cathy (Rich) Sampson of Ellicott City, MD; Carlton (Desiree) Mulligan of Yorktown, VA; Justin Scott of Shiner, TX; and Angela Scott of New Orleans, LA. His father, Richard Scott, Jr. passed in 2019 and his mother Linda D. Porter passed in 2020.
At 16 months of age, Richard became quite ill and suffered some long-term effects. He was diagnosed with cerebral palsy, intellectual disability, and quadriplegia – but retained some use of his left arm, his love to laugh and smile. His smile and laugh were quite contagious, and he always seemed especially happy when Mom would visit. Although he was only able to say three words: “Mom,” “Ow,” and “No,” his facial expressions and vocalizations made it clear if he was happy or not.
Cathy and Carlton have fond memories of visiting Richard at Southeastern Virginia Training Center where he lived when they were young. He was then cared for in group homes for his adult life. Shelia, Cathy, and Carlton would make visits with their mom when possible. Most recently, he resided in Virginia Beach at Five Star Residential. They cared for and loved Richard as part of their family. He enjoyed sitting on the back deck, going for walks in the neighborhood, and on many other outings in town. One of his nurses, Nate, said he and Richard were buddies that loved playing games and throwing the ball together. Maria shared his love for animals, and he loved to flirt with Nita. His siblings can’t begin to express their gratitude for the love and care this team has given. Richard’s 53rd birthday was Friday, June 4th. His 5 Star family hosted a cookout in his honor that included not only the staff but their families and his siblings. They made him a cake and even hung a banner in his room! We sang to him, took pictures, shared stories, and celebrated. It was bittersweet to see how much he is loved.
Richard was cared for that weekend by nurse Jimmy and Fran during the day and had several visits from his 5 Star family. Carlton, Cathy, Shelia, and Desiree were by his side during his transition over the weekend. He passed peacefully Sunday night at home in his bed – nurse Harlene and Meghan ensured he wasn’t alone.

Please join us as we celebrate his short but beautiful life on Saturday, June 24, 2023, from 4:00 p.m. to 7:00 p.m. at Smith & Williams Funeral Home/Kempsville, 4889 Princess Anne Rd, Virginia Beach, Virginia 23462. In lieu of flowers, please bring a smile and hugs. This will be a time for family and friends to gather to share food, memories, pictures, and stories of Richard’s life.
