Rawley Glenn McCoy Father, Husband, Architect and Public Servant died unexpectedly at home on Friday, March 5 2021. Born on May 22, 1950 in Victoria, the son of now deceased Fred William McCoy and Selma (Sally) Sarlls McCoy.
In the 1960’s, Rawley may have been the only student at Victoria High School to be a National Honor Student while also being enrolled in the Vocational program. In his high school drafting class, Lefty Sexton , head of the Vocational program at VHS, asked the class if there was a volunteer who would like a summer drafting job at Warren Young Architects. Of course, Rawley raised his hand and discovered his love of architecture and his lifelong profession. In order to work during his last 2 years of high school and attend accelerated academic classes he gave up Varsity Basketball and Tennis and enrolled as a vocational student. In pursuit of his Architect Dream, he attended Victoria College and thereafter earned both Bachelor of Environmental Design and Masters of Architecture at Texas A & M University, receiving Texas Architectural Foundation 1974 & 1975 Jesse H Jones Scholarship. Returning to Victoria in 1975 he began his career working for his long time Mentor Warren Young, forming Young and McCoy Architects in 1979-1995.
Rawley then started his own successful practice, Rawley McCoy and Associates. RMA Architects and Interior Designers, PLLC currently includes 6 architects Rawley McCoy, William Berger, Patrick Ohrt , Brad Kocurek , Chris Pylar & Allie McGehee, along with Dennis Hughes Senior Project Manager & Brian Parker Project Manager ,Ryan Sprinkle Interior Designer and Karen Pantel, Accounting & Human Resources. The Firm designed many notable projects in Victoria and throughout Texas His architecture work in the community became his passion and only bolstered his love for his hometown of Victoria.
This passion for his community seeded his desire to enter public service. In 2019 the community he loved elected him mayor. As mayor Rawley was known as a true leader who worked tirelessly with the City and County to improve Victoria and serve the community. He promoted unity, collaboration, government transparency, and advocacy for those who had not had a voice or seat in government.
Rawley was also a spiritual man and a devoted & active member of St. Francis Episcopal Church. He obtained a theological Education by Ministry (EFM) 4 year program School of Theology , Sewanee.
Rawley’s public service included participation in many civic organizations. He was Past President & Board Member of Victoria Downtown Rotary, Trinity School Past President & Board Member, Chairman City of Victoria Building And Standards Commission and Board of Adjustments And Appeals, VISD Career Technology Advisory Committee Member, Gulf Bend MHMR Center 2018 “Community Champion Award”, Gulf Bend Regional Collaborative Volunteer working on Mental Health Care Legislative issues to improve Mental Health Care in a 7 county Region , American Institute of Architects & Texas Society of Architects Houston Chapter Member & Harvey Recovery Taskforce Member & Government Affairs Sub-Committee , Chamber of Commerce, Voting Member of Victoria Economic Development Corporation (VEDC) & many more organizations. “Rawley wore many hats.”
Rawley’s love for his community was only outshone by his love of his family. His life will forever be cherished by the love of his life, his wife, Kay Klotzman McCoy. His children, Kristin Erin McCoy Holub and husband, Jaime, Timothy Jordan McCoy and wife, Grete and Kathryn Caroline McCoy; brothers, Fred (Claire) McCoy and Gary (Pat) McCoy; and sister, Beverly McCoy (deceased); grandchildren, Matthew, Caroline and Natalie Holub, Lillian and Charles McCoy and Anika and Liv McBath and nieces and nephews.
Friends and family are welcome to a public visitation, masks required, Wednesday, March 10th from 10:00AM to 7:00PM at Rosewood Funeral Chapel, 3304 E. Mockingbird Lane in Victoria. A private family service will be held at a later date.
