Carl Bells.

I will ever remember.  We met in the early 1970's at a pistol shoot at the Victoria Gun Club.  
Rosenquest  (chief at VPD) and Dutch (Sheriff of Victoria County) obtained a federal grant and jointly established The Victoria County Major Crime and Drug Task Force. Carl was the titular head of the Task Force.  He selected me as one of the two VCSO deputies to join, along with himself and another VPD officer.
I was relatively new in law enforcement, and needed a lot of guidance. From his experience as a narc with VPD Carl patiently and expertly shared his knowledge.
I am forever in his debt.  
We became good friends, and right up through November of 2022 we maintained frequent contact.  During the last eight years we spoke or visited  every day. 
He was a very capable individual, and one of the kindest men I have ever known.
Thank you, Carl, for sharing your life with me. I miss you buddy.  
May the force be with you.

Victoria Police Department lost a legend at the PD one year ago today. I will cherish all the fun times I had with Carl Lee.

I just found out you are in heaven now. I am so sorry I didn’t know sooner. You meant a lot to me and you were certainly awesome person.

So sorry to hear of Carl's passing.  He was one of the good guys!!  May he rest in peace.  Prayers to the family.  

I also worked at VPD with Carl and was saddened to hear of his passing. My condolences and prayers to the family at a most difficult time. He definitely had a sense of humor and would keep you on your toes. I had a place in the country and if I was out at the fence line he and Linda would stop by on their way to feed cattle. You could talk to him for minutes or hours and always learn something new. I wish him God's speed on his final journey and I will tip a single malt scotch in his honor.  You will be missed by many.

My prayers for God's continued peace and comfort to be with Linda and Carl's family.  He was a wonderful friend to my husband, Jerry.  I'm sure they are  reunited in Heaven, telling stories, and  giving praises to our Lord and Savior, Jesus Christ.


I was a partner at Rosewood Funeral Chapels until I retired in  May 2016. I was so sorry to hear of the loss of my long time buddy Carl Lee. I met Carl Lee in 1972 as a young funeral director at Colonial Funeral Home and became longtime friends. Most of my roommates were VPD officers and the house I had in Cimarron was kind of a "mini substation" the doors were never locked officers coming and going all hours of the day and night. Carl Lee was one of them he was undercover long hair with a ponytail and beard and would always stop by and park his motorcycle in the front yard. 
There will never be another Carl Lee Bellis. He was a legend at the VPD and will never be forgotten.
I will always cherish my friendship with Lt. Bellis. Carl you are now 10-42 and you can finally rest in peace.  You are now in gods hands. God bless you buddy job well done. You were definitely a legend.

Prayers to the Bellis family:
  I remember many times having contact with Lieutenant Bellis when I did ride alongs with many of his patrol officers on his shift. An outstanding leader and officer. Rip Lieutenant job well done protecting the citizens of victoria. 

Tiffany, my deepest condolences on the loss of your father. I enjoyed working with him at the police department.  He was a funny man as well as a good police officer. Prayers for your family.
