With great sorrow we announce the passing of Frank Horgan in his 91st year, on May 21, 2014 at his daughter's residence in Sharon, Ontario. He is predeceased by his spouse of 61 years, Jeanne (Keogh) and his son Paul. Leaving to mourn are his children, Frank Jr., Cathy (spouse of Paul), Gregory (Teresa), Michael (Elizabeth), Patrick (Annemieke), Philip (Christine), Maureen (Klaus Stitz) and Theresa (Ian Gray); his grandchildren, Daniel (Kim) and Julia, Bryan and Thomas, Adam and Kathleen, Meaghan (Adam) Cunningham, Kevin and Benjamin, Brendan, Madeline, Patrick, Veronica, and Mary Grace, Kieran, Shannon, Cameron, and Kaitlin, and Matthew, Nicholas, Claire, Leah and Hannah; his great-granddaughter, Maeve; his sister, Janice Bryan (Gerald); brother, Gerald (Roberta); in-laws, D'arcy Drury, Frances Horgan, Mary Stuart, Mike Keogh and Peggy Keogh. Frank was predeceased by his parents, Frank and Julia (Cleary) Horgan; his sisters Maureen and Barbara Drury and brothers Harold (Gertrude) and Gregory.
Frank was born in St. Catharines, raised in Saint John, NB, graduated in Civil Engineering from University of New Brunswick in 1946 and was employed by the City of Toronto, transferring to the Municipality of Metropolitan Toronto, where he became the Commissioner of Works in 1979 until his retirement in 1989. He was active in many professional organizations including the APWA, which selected him in 1984 as one of the Top Ten Public Works officials in North America. Following his retirement, Metropolitan Toronto Council honoured him by dedicating the Frank J. Horgan Water Treatment Plant in his name.
He and Jeanne were founding members of St. Bonaventure's parish in Don Mills, assisting in Little League baseball and other societies and took pride in the accomplishments of their family. He was deeply rooted in his faith and had interests in genealogy, baseball, bowling and other sports. We thank his caregivers, especially Sweetie Gaudite. Friends may call on Thursday, May 22, 2014 from 7-9 p.m. and Friday, May 23, 2014 from 2-4 and 7-9 p.m. at the R.S. Kane Funeral Home (6150 Yonge Street, at Goulding, south of Steeles). A Funeral Mass will be held on Saturday, May 24, 2014 at 12:30 p.m. at The Franciscan Church of St. Bonaventure (1300 Leslie Street). Interment St. James Cemetery, Colgan. In lieu of flowers, donations may be made to the Society of St. Vincent de Paul, Attn: de Paul House.
