Roger Smith Fleming

LTC (USA, Ret) Roger S. Fleming, 84, of Spring, TX, passed away on November 13, 2024. He is survived by his beloved wife of 60 years, Jacqueline Fleming; son and daughter-in-law, Christopher Fleming and wife Anne Fleming.

Lieutenant Colonel Fleming was born in Indiana, PA, the son of Albert and Evelyn Fleming and a sister and brother-in-law Marilyn and Chuck Sabatos. He attended Indiana University of Pennsylvania, Indiana, PA and following commissioning through the ROTC program began his career as a US Army Quartermaster officer in 1961.

His initial assignment was to a US Army fuel depot in Saint Baussant, France. He later served as an Artillery Officer at the 2nd Battalion, 6th Artillery, 3rd Armored Division in Germany. As a Captain, he served two tours in Vietnam in 1967 and 1970. After his second deployment he was assigned to the 200th Theater Army Material Management Center (TAMMC), Zweibrucken, Germany, as a Fuels Operations Officer. In 1972, he earned master’s degrees in petroleum engineering and engineering management from the University of Missouri, Rolla, MO.

His follow-on assignment was to the Combat Developments Group, Fort Lee, VA. In 1976 he returned to the 200th TAMMC in Germany as a Lieutenant Colonel in the Director of Petroleum Management Division associated with pipeline management and petroleum distribution and wartime planning and was selected to the rank of Colonel before retiring in 1982.

During the course of his military service, he graduated from numerous other professional military education programs to include the Command General and Staff College, the Department of Defense Industrial College of the Armed Forces, and the U.S. Army War College. His key awards include a Bronze Star, Army Commendation Medal, Joint Service Commendation Medal, Meritorious Army Medal, Unit Citation, and Numerous Vietnam campaign awards.

After retiring from the Army, Roger began at Exxon Corporation and worked in the Human Resources Department and was given opportunities for various projects in the US and overseas. He retired from ExxonMobil in 2000 and formed the consulting company RF Employee Solutions Inc. until 2014.

Roger was a devoted and loving husband, father, friend, and mentor. He loved spending time with his family and friends, vacationing in France, and cheering on the Pittsburgh Steelers. He was an elected board member of Harris County Municipal Utility District #19 until 2022 and was a member of The Woodlands Investment Group.
