James was preceded in death by his daughter, Rhonda Ann Hart; father, Paddie Lee Lout, Sr.; mother, Mary Leona Lout; sisters, Eva Lucille Lout Wilburn, Birdie Ray Crocker, Bill Ruth Rouvault, Mary Lavern Smith; brothers, Ewell Maurice Lout, Paddie Lee "P.L." Lout, Jr., and Walter Earl Wilburn. He is survived by his wife, Mildred “Ann” Lout; sisters, Dorothy Jean Jackson, Tommie Dee Rohrer and husband Jim, Johnnie Mildred Hutto and husband Jake; sister-in-law, Barbara Lout; numerous nieces and nephews of whom he was so proud; and many friends.
The family will begin receiving friends at 12:30 p.m. on Monday, March 13, 2017, in the Magnolia Room of Forest Park The Woodlands Funeral Home. The funeral service will begin in Forest Park's chapel at 2:00 p.m. with interment immediately following in the cemetery.
