Philip Myron Fountain, 57, of Tallahassee, Florida, passed away April 14, 2022, at his home due to complications arising from cancer treatment. Philip was born in Crestview, Florida on September 9, 1964. Philip was proceeded in death by his father, the late Dr. Robert G. Fountain. He is survived by his mother, Magaline C. “Madge” Fountain of Tallahassee; spouse Dwight Sims of Tallahassee; sister Molly Fountain Merry of Tallahassee; brother and sister-in-law Graham W. Fountain and Felicia Adams Fountain of Crestview; nephew Joshua Merry of Tallahassee; his two loving dogs Champ and Hannah; and a host of other relatives and friends.
Philip attended Crestview High School and received degrees in psychology and sociology from Florida State University. He was retired from the State of Florida, serving in various leadership and management positions including working for DBPR Secretary and State CFO Tom Gallagher and State Treasurer Bill Nelson. Philip finished his state career as the Assistant Director of the Division of Agent and Agency Services at the Florida Department of Financial Services. He was the previous owner and chief consultant of PMF Consulting Solutions LLC, providing policy, strategy, corporate compliance, and regulatory consulting in the insurance and financial services industry.
Philip was well known for helping hundreds of citizen consumers who had issues with insurance carriers, as well as insurance industry practitioners. He regularly testified in courts and the Florida Legislature, assisting in the preparation of insurance and finance related bills, amendments, and administrative rules; and served as an agency expert in his field.
Phillip will be remembered best for his love of scuba diving and fishing, and spent much of his life enjoying the outdoors and vacationing at his family’s homes in the Florida Keys and Dog Island. On Saturdays in the fall, he could always be found attending FSU home football games or watching the Seminoles on TV. He was an animal lover and frequently adopted dogs from the animal shelters, giving them a quality and loving home.
Culley’s MeadowWood Funeral Home of Tallahassee and Whitehurst-Powell Funeral Home of Crestview are in charge of the arrangements.
