Mark was born in Miami, Florida, in 1960; and died in September of 2021. He graduated from Coral Gables High School in 1978. In 1982, he graduated from the University of Florida, attaining membership in Phi Beta Kappa and the Golden Key National Honor Society. He then attended the Florida State University College of Law, graduating in 1985 with high honors and Order of the Coif status within the top ten percent of his class. He was a member of the Florida State University Law Review and an editor on the Journal of Land Use and Environmental Law. In his 36 years of practicing law, he worked with several different Tallahassee law firms, most recently Dean Mead & Dunbar. He specialized in state and local tax law and was a very active member, speaker, and writer in professional tax organizations at both the state and federal level.
Mark was active in several local charitable organizations over the course of his career. He attended the Timberlane church of Christ, through which he participated in several mission trips to Panama. He was an avid antiquer, collector, and reader; loved traveling to and hiking in national parks; and most of all loved the Florida Gators and whomever beat the Seminoles. He was a fan of the Baltimore Orioles as well.
Mark was the proud and loving father of two sons, Steven (who lives and works in Tallahassee), and Michael (a graduate student at Harvard). He was married to the love of his life, Susan Kelsey; and was a proud and loving stepfather to her daughter, Jordan Turner (a graduate student at FSU). Mark was the baby of his family and adored his big sister, Susan Davis (Terry) of Tallahassee; and his big brother Doug (Patti), of Strafford, Missouri. Their brother Scott died in 1975; and their parents, Lyle Donald (Don) and Barbara Roth Holcomb, died in 2015 and 2013, respectively, having been married for 62 years. Mark loved and was proud of his nieces and nephews as he watched them grow and enter adulthood. They are (in appropriate descending-age order) Christiana Holcomb of Alexandria, Va.; Scott Davis of Oceanside, CA; Lauren Davis of Seattle, WA; Rachel Holcomb of Strafford, MO; and Joshua Holcomb, who lives with his wife Hannah (née Landry) and adorable son Aubin in Harrison, AR.
Mark’s family invites his friends and colleagues to a celebration of Mark’s life on Saturday, November 6, 2021, at 10:00 a.m. at the Timberlane Church of Christ, 3569 Timberlane School Rd., Tallahassee, FL.
