Born in Fall River a son of the late Francis L., Sr. and the late Evelyn (Medeiros) Dowling he was a longtime resident of Swansea.
A graduate of Case High School and Peterson’s School of Engineering, he was a Stationary Engineer at Bridgewater State University for 31 years before retiring in 2015. A longtime member of the Somerset Rod & Gun Club, he was a true outdoorsman and enjoyed hunting and fishing and was also a fan of the New England Patriots and the Red Sox. Frank had a real passion for riding his Harley Davidson. He will be remembered for his contagious laughter but most of all as a devoted husband, father and friend.
In addition to his wife, he is survived by one daughter, Lisa Roy and her husband Jeffrey of Swansea; brother-in-law, Stephen Moniz and his wife Charlene; niece, Sarah Moniz and nephew, Erik Moniz.

His Funeral Service will be held Thursday, June 1, 2017 at 10:00 AM from the WARING-SULLIVAN HOME AT BIRCHCREST, 189 Gardners Neck Rd., Swansea with a Funeral Mass at 11:00 AM in St. Dominic’s Church, 1277 GAR Highway, Swansea. Visiting hours are Wednesday from 4:00 – 7:00 PM, relatives and friends are invited.
