Born in Iredell County on October 23, 1948, he was the son of the late Frank James Rowland, Jr. and Willie Pauline Sharpe Rowland.
After high school and two years at Mitchell Community College, Randall was drafted into the United States Army, where he served during the Vietnam War.
He worked as an electrical draftsman with Duke Energy; owned and operated Groucho’s Beach Club in Charlotte and was the “King of Charlotte” with Magic 96.1 for 13 years.
Randall was a member and DJ of The Association of Beach & Shag Club. He was inducted into the Charlotte Area Shaggers Hall of Fame in 2006 and has served on their board since 2014. Randall was also inducted into the National Beach Shaggers Hall of Fame in 2016.
Those left to cherish his memory are his sisters, Sandra K. Rowland and her family of Claremont, NC and Dianne (Paul) Monroe and their family of Columbia, SC and many extended family and friends.
The funeral service will be held in the Chapel of Bunch-Johnson Funeral Home, Saturday, August 21, 2021 at 1:00 PM with Pastor Paul Monroe officiating. The family will receive friends following the service.

Burial will be held Monday, August 23, 2021 at 9:00 AM at Salisbury National Cemetery.
