Frank was an in-home birth at Georgetown, DC. He grew up in Maryland Park, Prince George County. His parents, Frank and Mildred Sullivan, had six children: Joseph, Frank, Mary, Gregory, Mildred and George. His siblings predeceased his death. Frank married Monika Konig in May of 1958 in Munich, Germany and adopted Monika’s daughter, Lilly May. In October of 1959 they had a son, Francis W. Sullivan III. Lilly resides in California with her husband, Ken Perkins, and Francis resides in Virginia with his wife, Katie Sullivan. Frank has four grandchildren, and three great grandchildren. Monika passed away in 2015.
Frank had three successful careers. He entered the military through the DC National Guard in 1947 and ultimately entered the US Army. He was given progressively more responsibilities through the Military Police, Supply Management, Beaumont Hospital and two tours to Vietnam. His performance and demeanor led to promotions culminating in the prestigious rank of Chief Warrant Officer II. He retired from the Army in 1975. Thereafter, Frank entered the Federal Civil Service at Arlington Hall and progressed to the Pentagon as a Management Analyst for Equipment Authorization and Usage. He retired from the Federal Government in 1994. The following year, Frank directed his service to his community by volunteering to work for the Fairfax County Auxiliary Police. Frank worked as a volunteer for over 16,000 hours and attained the rank of Auxiliary Police Officer II. The majority of his time was with Internal Affairs transitioning historical case files into a digital Records Management System. As an Auxiliary Officer, he performed his job conscientiously and was respected. In each of his careers Frank excelled in performance and made life-long friends.
Frank and Monika loved traveling to Europe, taking cruises and seeing the United States. They enjoyed visiting their daughter and son and their families, especially being with their grandchildren and great grandchildren. Frank was a dedicated, loving family member and a role model for integrity, responsibility, commitment, and compassion. He will be missed by not only family, but the many friends whose lives he touched.
There will be a Visitation at Demaine Funeral Home, 5308 Backlick Road, Springfield, VA from 6:00-8:00pm on July 10,2023. Frank’s Funeral will be conducted at the Old Post Chapel at Fort Myer, Virginia on July 11, 2023 at 2:45pm, immediately followed by a gravesite internment at Arlington National Cemetery.
