Michael Heningburg

Michael Heningburg, 78, of Silver Spring MD, retired Senior Executive in the U.S. Department of Health and Human Services passed away on August 23, 2016, from complications of congestive heart disease. Before retirement he was the Director of HHS Student Loan and Scholarship Programs for health professionals where he stressed debt management for schools, students and banks; and received a Presidential Meritorious Executive award for his work. Prior to this position, he worked with HHS community health centers in underserved areas and served a stint with the Office of Management and Budget. Before entering civil service, Mr. Heningburg proudly served for over a decade in the U.S. Army where he rose to the rank of Major, receiving the Bronze Star and other commendations. He was also a graduate of Ohio Wesleyan University. Mr. Heningburg especially enjoyed cooking and grilling for his family and friends and scouting fresh farm markets. He was regarded as a talented chef. He loved travel and covered much of Europe while stationed in Germany in the army. He continued to enjoy traveling throughout his life and particularly, in retirement, his September month at the NC Outer Banks. He was preceded in death by his parents, Alphonse and Willa Mae Scales Heningburg, young sister Adrienne and brother Gustav, as well as his first wife and mother of Michael Jr., Irma Wright Heningburg. He is survived by his wife of 26 years Peggy S. Washburn, son Michael Heningburg Jr. and his wife Dr. Jeanine Downie and granddaughter Jade of West Orange, NJ, as well as beloved nephews, nieces, and cousins. He will remain loved and missed by all for his wisdom, caring concern, common sense mentoring, and encouraging and helping young people, especially within his extended family. In lieu of flowers, memorial contributions may be made to the United Negro College Fund or to the American Red Cross. A memorial service will be scheduled at a later date.
