Born in San Antonio Quebradillas, Puerto Rico, to Maria and Sebastian Perez. When she was 8 years old the Perez family moves to Bronx, NY.
Elba served as an Assemblywoman for NJ’s 31st legislative district which covers of the southern portion of Jersey City and the entire municipality of Bayonne. She was an educator for 30 years, and had an outstanding record as a teacher. She was loved by her students and respected by her peers. Much of her energy and community activism focused on issues of fair and affordable housing and education of children.
Elba was predeceased by her brothers, Johnny and Tati Perez, and her brother-in-laws Gerald Musarra and Richard Cinciarelli. She is survived by her devoted husband John Cinciarelli, her loving siblings Carmen Musarra, and Wilfredo and Julio (Eddie) Perez; and her dear sister-in-laws Lucille Anne (Luann) Biondo and Gerri Abbate. Elba also leaves behind many loving family members, close friends, and esteemed colleagues.
Visitation will be held on Wednesday, July 8, from 4 to 8 pm at the Mack Memorial Home, 1245 Paterson Plank Road, Secaucus, NJ. A funeral Mass will be held on Thursday at 10:00 am at St. Francis Church, Hoboken, NJ. Entombment will follow at Holy Cross Cemetery, North Arlington, NJ.
