Marshall was born in Grandview, Manitoba on March 21, 1932 and passed away Sunday, July 9, 2023 in Saskatoon, Saskatchewan.
He will be lovingly remembered by his wife Norma, of 64 ½ years, sons Charles Brent, Brian Marshall and Michael Blake (Jovelyn), daughter Lisa Michelle, his sisters Wilene Hanna and Marion Jenkyns of Winnipeg, Manitoba, his grandson, granddaughters and great grandchildren and many nieces and nephews.
Marshall was predeceased by his parents Herman and Sarah “Sadie”, sister Elsie McLaughlin, brothers Garnet, Ralph and Barry Effler, as well as his mother and father-in-law Mollie and Charlie Rhind and sister-in-law Barbara Rhind Harrison.
Marshall started his education career teaching in Swan River, Manitoba where he met Norma Rhind. From there he taught in many schools in Manitoba moving up to principle in Gladstone and McDonald, and then moved to Lethbridge, Alberta. From Lethbridge his career moved his family back to Manitoba where he became a Supervisor of Schools for Frontier School Division for Northern Manitoba.
In 1976, he accepted a position as Director of Education for Borderland School Division and moved his family from Winnipeg to Rockglen, Saskatchewan. From Rockglen, he finished his esteemed career in Esterhazy, Saskatchewan, again as Director of Education for Potashville School Division where he was until his retirement in 1990.
The highlight in his education career was when he won a full scholarship to Arizona State University in Tempe, Arizona, USA where he obtained his Master’s Degree in Natural Sciences. He, Norma and the three boys enjoyed the year that they lived in Arizona very much.
Marshall was an avid golfer, curler, skier and walker. He loved to travel and visit. Everywhere he went, he would look in a phone book to see if there were other Efflers in that location and wonder if they were related. He easily made friends and many were made during vacations or on planes.
He loved to spend his holidays at his cottage at Riding Mountain National Park in Manitoba.
After his retirement in 1990, he and Norma moved to Saskatoon in 1992.
Marshall was a kind and generous man who loved people and loved life. He always loved working with his students. He was more than willing to help anyone who was in need with their math or other homework.
As per his request, Marshall will be laid to rest with no service in Westbourne, Manitoba.
