John Proctor was born at Stanford University Hospital, Palo Alto, California, on April 4, 1946, the third child and only son of the late John G. ("Jack") Proctor and Jennie Matjasich. He has two sisters, the late Anna Proctor and Peggy Proctor of Novato, California.
When John was six months old, the family moved to Sacramento where his father was an insurance executive and his mother a housewife and later an accountant. The Proctor family was deeply involved in Sacred Heart Parish where John graduated from grammar school in 1960. He then attended St. Anthony's High School in Santa Barbara, California, for his four years of high school, graduation in 1964.
John then entered St. Pius X Seminary in Galt, California, for the Diocese of Sacramento. After two years of college, John was awarded the Basselin Scholarship to the Catholic University of American in Washington, D.C., where he finished his undergraduate course and graduated in 1968. John continued his theological studies at the Catholic University of America and also studied Comparative Literature at the University of Maryland, in College Park. His thesis was a comparison of the poetry of Walt Whitman and Juan Ramon Jimenez.
Father John Proctor was ordained a priest by Bishop Leo T. Maher at Old Mission San Diego de Alcala on March 17, 1972. (Father Proctor's ordination was the only priestly ordination ever held in the Mission church in the history of the Mission Basilica.) From 1972 to 1974 Father Proctor was an Associate Pastor at Immaculate Conception Church, in Colton, California. In 1974 Father Proctor was transferred to Marian High School, Imperial Beach, with residence at St. Charles Church. From 1974 through 1977 Father Proctor taught many different courses at Marian and served as an Associate at St. Charles.
In 1977 Bishop Maher appointed Father Proctor to graduate studies in Canon Law at the Catholic University of America. Father Proctor returned to San Diego in 1979 with his degrees in Canon Law. From 1979 through 1986 Father Proctor was the Administrator of the Diocesan Tribunal and Vice-Officialis. He also served as Bishop Maher's canonist. During this time, Father Proctor became the Parliamentarian of the Canon Law Society of America, wrote several articles on Canon Law and served as the Spanish-Language reviewer for The Jurist, the official journal of the CLSA. Father Proctor also served as a consultant for the California Catholic Conference.
On September 1, 1986, Father Proctor was appointed to second Pastor of Corpus Christi Catholic Parish in Bonita. The Church building was completed by 1991 and the project was paid off by 1999. The parish began with about seventy-five families, and by the time Father Proctor left, there were about three thousand families. After the church was paid off, Father began raising money for a parish hall and school. The building Fund was in a very healthy condition when Father left Corpus Christi.
During the years between 1986 and 2004 Father Proctor became civically involved. He was the regional chaplain for the United States Border Patrol and also a chaplain for the San Diego Police Department, a position he continues with today. Father Proctor served many terms on the Presbyteral Council; he also served on the Board of Consulters and the Priests' Pension Fund Board. He also continued with his canonical pursuits.
On January 1, 2005. Father proctor was appointed Pastor of All Hallows Church in La Jolla. He served there fifteen months and raised much of the money for the new building fund and capital campaign.
From April 2006 through July 2009 Father Proctor returned to teaching and the academic life. He taught several courses, mainly in Church History and Canon Law, for the San Diego Diocesan Institute. Working with the new American Province of the Sister Servants of the Blessed Sacrament, Father Proctor edited and translated their biographical study on the life and theology of their Founder, the Servant of God, Don Silviano Carillo. He also continued reviewing books for The Jurist.
From April 2006 through June 2009 Father Proctor served as a supply contract chaplain for the United States Marine Corp at Camp Pendleton, California. In June 2009 the United States Navy offered Father Proctor a contract serving in full time ministry at Naval Base San Diego, at Murphy Canyon Regional Chapel.
