Billy was retired from the United States Army, after having served in the Vietnam War. He was also retired from Customs and Border Protection. He loved the mountains and his family. He was also a gifted dog handler and baseball player. He loved reading history books and watching sports.
He was preceded in death by his father, Aaron Thomas Stamper, his mother, Helen Hart Stamper, and his wife Zdenka.
He is survived by four siblings: Barbara Rudolph and husband, Tony of Rural Retreat, Virginia; Franklin Thomas Stamper and his wife, Jenna of Clemmons, North Carolina; Irma Stamper Jones and her husband, John of Trinity, North Carolina; and Michael Stamper and his wife, Abby of Abingdon, Virginia, along with his stepmother Phyllis Absher Stamper of rural retreat, Va. He is also survived by his nieces and nephews: Lindsay Frazier, Amy Maloskey, Thomas Stamper, Charlie Rudolph, John Stamper, Aaron Stamper, and Grayson Stamper.
The family wishes to thank his faithful neighbors, Barbara Saporsky and Thyron Heyward for their support during his illness and to thank Robert Jenkins for his spiritual support throughout most of Billy's life.
A graveside service will be held in Virginia at a later time.
