Fran was born in Margate, NJ, to Norman and Rose Shamberg. She received her BA from Muhlenberg College in Allentown Pennsylvania, and went on to obtain her MA and PhD from UNC Chapel Hill. After teaching Spanish at several colleges in North Carolina, she became a long-time administrator at the N.C. Department of Public Instruction. Her main responsibility was the Foreign Language Program, and she became well respected in this field, both in and outside of North Carolina. Even in retirement, she was able to teach several volunteer Spanish classes.
Fran also volunteered for many organizations and inevitably held positions of responsibility, including at the local and district levels of Civitan International. She was a docent at the N.C. Museum of History, and her last service was as a member of the committee to celebrate the 150th anniversary of The Church of the Good Shepherd, an Episcopal church in Raleigh, NC.
Frances is survived by her husband Paul Hoch. Her funeral will take place on Tuesday, April 30th at 1:00pm, preceded by a reception beginning at 11:30am. Services will be held at The Church of the Good Shepherd, 121 Hillsborough St, Raleigh, NC 27603, with burial to follow at the Oakwood Cemetery. In lieu of flowers, please make a donation to the Episcopal Church of the Good Shepherd at 121 Hillsborough St, Raleigh, NC 27603.
