Lacy was born in Raleigh, NC in August of 1952. She graduated from Wake Forest- Rolesville High School and continued her studies at N.C State University where she received her Bachelor of Science degree from the School of Forestry and later received a Juris Doctorate degree from the Northwestern School of Law at Lewis and Clark College in Portland, Oregon. She continued her professional studies in Taxation at Portland State University. While studying law, she was the recipient of a national award for her work in the field of Criminal Procedure.
Lacy was married to Rodney Maddox in May of 1972, and they were married for fifty-two years.
Lacy was employed as the Research Coordinator for the N.C Center for Public Policy Research in the 1980’s. She later served as a Director at the N.C Department of Labor under Commissioners John C. Brooks, Harry Payne, and Cheri Berry. In 2001 she began service as Special Deputy Commissioner at the N.C Industrial Commission from which she retired after 25 years with the state of N.C. Professionally she was a member of both the N.C. State Bar and Oregon State Bar and practiced law in both states.
She was committed to a life of service in other ways as well, including three terms as a member of the Wake County Soil and Water Board. Her civic involvement included membership in Millbrook Baptist Church, the presidency of the Raleigh Chapter of the Business and Professional Women Association, and multiple roles within the North Carolina Democratic Party, including the State Democratic Executive Committee.
Lacy was widely known as the author of several books and many magazine articles in the field of Public Policy Development. Primarily she wrote on the topics of the for-profit hospital conversion movement, social and economic transitions, and promoting accountability through transparency in state government in NC.
Lacy passed away at her home in Raleigh NC. She was predeceased by her father Herbert Mason and her mother Doris Maney Mason of Wake County.
Lacy is survived by her loving husband of 52 years Rodney Maddox; her daughters Maria Maddox and husband AJ Nguyen, Cristina Maddox and Marina Maddox and husband Dima Kobka; and two wonderful granddaughters Alympia Maddox and Lara Maddox. She is also survived by her uncle Philip Mason and aunt Jean Mason of Tarpon Spring, FL and nephew Nathan Maddox of Franklin, NC; niece Tonia Maddox of Bryson City, NC; and many other family members.
The family requests that in lieu of flowers, donations be sent to the NC Department of the Secretary of State's International Services fund. This fund supports international relations by the Secretary of State. Donations sent in memory of Lacy Maddox will be restricted for the purposes of supporting the NC-Moldova Bilateral Partnership and its many activities.
