Herb was born in Providence, RI to Carrie Ophelia Wills and Arthur Spencer on September 4, 1932. He attended grammar school at
Holy Name of Jesus School, and High School at LaSalle Academy, both in Providence. He married his beloved Barbara (Brown) on
August 25, 1954 in Providence, Rhode Island. Herb began his professional career as a Custom Clothier with Briggs Ltd., which lasted
20 years. He was recruited by the Governor Noel Administration to be the Deputy Director for the Rhode Island State Equal Employment
Office. Herb worked in this role for 25 years before retiring in 1995. Herb was a member of the Irreproachable Beneficial Association (IBA),
a Past Grand Knight of the Knights of Columbus, active in both the Big Brothers of Rhode Island, and the Young Democrats of Rhode Island.
He was a U. S. Army veteran, honorably serving as a Battery Instructor at Ft. Sill during the Korean conflict.
Herb is preceded in death by his mother and father, his sister Muriel, and three brothers, Arthur, Roland, and William.
Besides his beloved wife, Barbara, he leaves one daughter, Letia Spencer- Goode and husband Richard; four sons,
Herbert and wife Leslie Spencer, Roland and wife Jessica Spencer, Christopher and Nelson; eight grandchildren,
Chrishondra, Deland, Alexys, Jamieka, India, Sydnee, Sean and Joseph, and one great grandchild, Giovanni.
A Mass of Christian Burial will be held at 9:00 am, Saturday, January 19, 2019 at Our Lady’s Chapel of the Holy Name
of Jesus Church, 107 Camp Street, Providence, Rhode Island, 02906.A private interment will follow at Rhode Island Veteran’s Cemetery.
