She was born on September 7, 1933 in Peoria, the daughter of George H. and Alice P. (Sheber) Royster. She married Marvin L. Ballard on April 5, 1952.
He preceded her in death along with her parents, twin sisters, Ruth Royster and Ruby Anastasi, and granddaughter, Amber Marie Ballard.
Norma is survived by her two children, son, David L. Ballard of Farmer City, IL and daughter, Deborah (Brad) Foster of Bartonville, IL ; six grandchildren: Chad Ballard (Kandi), Jeremy Foster, Mandy Ballard, Tim Ballard, Jessie Foster Meardy, Gunner Ballard; six great-grandchildren: Lillian Spracklen, Izaak Campbell, Ben Ballard, Teagan Meardy, Casen Meardy and Shae Meardy. Also surviving are her four siblings: Rosemary Hulse, Donnalee Thomas, Shirley Campbell, Jack Royster. Two special nieces; Gerri Dalton and Jeanette Smith.
Norma worked at Hunts Family Restaurant for many years. She attended Grace Presbyterian Church in Peoria. She loved her savior, Jesus, and her family deeply and will be dearly missed.
A funeral service will be held at 11 a.m. on Tuesday, April 18, 2023 with visitation one hour prior to service at Davison-Fulton Woodland Chapel, Peoria. Pastor John Hopwood will officiate. Burial will follow the service at Springdale Cemetery, Peoria.
