Phillip was born September 6, 1966, in Flint, Michigan to Graeme Whitman Neff and Loretta Troxell. He is survived by his beloved daughter, Samantha Jowell, his siblings, Linda Lee Neff Cook, Gregory Warren Neff, Anne Neff Sandberg, Beverley Kay Neff Einsele, Amy Sue Mohler, and a host of nieces, nephews, cousins, and many friends.
To honor Phil’s memory, a Celebration of Life service is scheduled for 2:2:00 pm Saturday, October 8th in Clearwater, Florida. Phil touched the lives of so many people through his kindness and generosity, and we invite anyone who knew him to join us to reminisce, support each other, and celebrate how Phil touched your life.
Phil lives on in the hearts and minds of his family and friends.
