Thomas Joseph Homan of Carlsbad, California has passed. He passed away on Monday, January 16, 2023 at the age of 80. Thomas was born in Missouri to father Clarence and mother Geraldine. He received his bachelor degree and was a civil engineer. He had over 30 years of experience of being in wastewater management. Thomas lived in San Diego county for 16 years.
