Lucy was born in Evanston, Illinois, on September 2, 1931, to her parents, Fred Wilson Evanger and Erika Veronica Steffens.
Lucy earned a Master's degree in Economics from the University of Wisconsin, where she met her husband, Don Dicktel, who preceded her in death in 1984. She spent the following 30 years with Roland Hill, Jr. in New Bern, NC.
In 1967, she and Don moved to New Bern, where she operated Culligan Water Conditioning for 40 years, alongside her late husband and son, David Dicktel until she retired in 1999. In her retirement years, she helped form the Craven County Republican Women’s Club. Additionally, she taught business classes at Craven Community College, focusing on developing business plans, and at East Carolina University as a SCORE member. Lucy was a lifelong member of the First Church of Christ, Scientist.
She is survived by her son, David E. Dicktel, and his wife, Ashley R. Dicktel; granddaughters, Lauren N. Dicktel and Addison Haskins; and great grandchildren, Caroline Haskins and Kennedy Haskins.
A private family service will be held at a later date.
