Phil was born in Witchita Falls, TX August 21, 1949 to Hazel (Rushing) Stephens & Lowell Vernon Stephens. He is preceded in death by his parents & 2 brothers, Mitchell Stephens of Marble Falls, TX & Carl Ray Stephens of Moore, OK. He is survived by 1 brother, Vernon Stephens of San Antonio, TX, 2 daughters, Monica Stracener & Husband Rick of Lubbock, TX and Stacee Owensbey of Midland, TX, 4 grandsons, Travis Mayers & wife Kaylin of Lubbock, TX, Payton Mayers of Lubbock, TX, Logan Stracener of Shallowater, TX & Mark Owensbey, Jr of Midland, TX 2 granddaughters Tyeler Stephens of Lubbock, TX & Kamryn Owensbey of Midland, TX and countless other family & friends he considered family. He loved us all.
Throughout his life, Phil loved his family most. He enjoyed bowling, camping, hunting, fishing, boating and trips with his family. Phil was a Graduate of Lubbock High School and proud Navy Veteran, who served in Vietnam. Phil also loved muscle cars & motorcycles, he shared his love and passion for all of these things with all his loved ones. He also had a deep love for animals. Phil was a letter carrier for over 30 yrs before retiring and starting new hobbies.

A visitation for Phil will be held Tuesday, December 19, 2023 from 6:00 PM to 8:00 PM at Resthaven Funeral Home, 5740 19th St., Lubbock, Texas. A celebration of life funeral service will occur Wednesday, December 20, 2023 at 10:00 AM at Resthaven's Abbey Chapel, 5740 19th St., Lubbock, Texas.
