Lowell was born in Hiawassee, GA and moved to Cleveland, GA when he was 10 years old. He graduated from Cleveland High School at the age of 15 and continued his education at Young Harris College and Emory University graduating with a Doctor of Dentistry degree. He married Martha Jane Wright in 1958 and started his career and family in Cleveland.
Lowell loved NASCAR, the Atlanta Braves, and growing a good tomato. He had a wry sense of humor and his comments were often followed by an eye roll or shake of the head from those around him.
Lowell is survived by his wife Martha and their daughters Laura Pound (Win Pound), Mary Ann Rogers (Al Rogers), Claudia Franks (David McKinney), and Susan Hornbuckle. He has ten grandchildren and two great grandchildren. Also, he is survived by his sister Brenda Vandiver and her family and his brother Glen Franks and his family.
He was preceded in death by his parents, Claude and Wilhelmina Franks and two brothers, Clovis and Claude Jr. Franks.
A memorial service will be held on December 22, 2022 at 11:00 a.m. in Pollard Hall at Harmony Grove United Methodist Church in Lilburn, GA.
