James was born on October 3, 1957 to Erma Rosalin McCord and Albert Leslie “Les” Talbert in Houston, Texas. He and his sister Kathy were raised by their grandmother, Melba Jo Shaw and her husband James Priest who raised quarter horses and grew up going to the race track. James’ childhood was spent raising a horse who he named Mr. Hot Sauce, he enjoyed riding his Yamaha Mini Enduro along the trails along the bayou, as well as target shooting. As a teenager he participated in Future Farmers of America at Aldine High School and graduated in 1976. Soon after marrying his high school sweetheart, Lillian Joyce “Jo” Goss, who was the mother of his four children.
James started a proud career in law enforcement in 1982, spending more than 33 years with Harris County Constable’s Department, Precinct 3. He had retired May 31, 2024, 19 days prior to his passing.
James found joy in riding the roads on his motorcycles and had been a member of the San Jacinto High Rollers Motorcycle Club for many years, helping raise money for children with special needs and other charities. He cherished the friendships that he gained through his membership. He was currently serving as the President of the Channelview chapter of San Jacinto High Rollers Motorcycle Club. He was affectionately nicknamed “Rosco” after the character in The Dukes of Hazzard. He had dreams of spending retirement traveling the country on his motorcycle.
James had a gentle, laid back demeanor. Was big hearted and kind to all those he met. He loved to laugh and tease whenever he saw the opportunity. His smile and laugh were contagious. He remained close to step-children from previous marriages, Bryan Provenzano and Alyssa Talbert.
His departure came as a shock and will leave a deep void for all who knew and loved him. That is gravely felt by his 3 surviving children and their families, Jeremy Justin and Heidi Talbert, Janna Talbert Lehe, and Joshua David Talbert. His grandchildren will miss his sweet playfulness, support, dad jokes, and generosity, Madison Hailey Talbert, Jeremy Aidan Talbert, Audrey Moira Lehe, Scarlett Mirabella Talbert, and Colt Nash Talbert. He also leaves behind his sister, Kathy Jo Tuck and her family.
James is preceded in death by his parents, Les Talbert and Rosalin Brown and his oldest son James Jerod Talbert who was lost at a young age of 25.

A committal service will occur Friday, June 28, 2024 from 1:00 PM to 1:30 PM at Forest Park Westheimer Funeral Home and Cemetery, 12800 Westheimer Rd, Houston, TX 77077.
