Born in Kansas City, MO on May 12, 1931 to William S. and Gladys (Covell) Hocker, he grew up in Quincy, IL, graduated from Quincy High School, served in the US Navy, graduated from Westminster College (Fulton, MO), and UMKC School of Law.
Phil was employed in the banking industry for over thirty years, retiring in 1993 in Pueblo West, CO, where he enjoyed golfing, hunting, and fishing. He took great interest in his family, especially his five grandchildren.
He is survived by his son, William S. Hocker and his wife, Mandy, (Overland Park, KS) and their children Emily (Tampa, FL) and William (Ruston, LA) and daughter Kimberly L. Lively and husband, David (Dallas, TX)) and their children Benjamin, Anna and Max (Dallas, TX).
