On Thursday, October 17, 2019, Jeffrey Oakes Allen passed away at home, surrounded by his wife and daughter. Jeff was born February 15, 1955 in Richmond, Indiana to Earl Eugene and Gwendoline (Oakes) Allen. Jeff graduated from Indiana University in May of 1980 with a Bachelor of Arts Degree, and the following week married Kathryn Rose Norris and was sworn into the Indianapolis Police Department. He is survived by Kathryn, their daughter, Amy Rose Allen; his father, World War II veteran Earl Eugene Allen; sister, Jillian Sue (Allen) Parker; nephews Christopher Neal, Zackary (Laura) Parker, Zeke (Jessica) Parker, Andrew (Matthew) McAlister, Scott McAlister; sister-in-law, Mary Sue (Phil) McAlister; father-in-law, Allen Norris; and numerous aunts, uncles, and cousins. Jeff retired from IMPD in January of this year. He also served in the US Army Military Police, stationed in Fairbanks, Alaska from 1974-1976, and was employed by the Indiana University Police Department from 1977-1980. While at IU he became a member of Tau Kappa Epsilon Fraternity and retained lifelong friendships with his TKE brothers. As a member of the IMPD, he received numerous awards and Certificates, and served as a Field Training Officer, in the Vice Unit, was an Arson Investigator, and Homeland Security – Intelligence Division. Jeff was on the Board of Directors of IOMGIA, and excelled in investigations, educating and mentoring, and collaborating with other agencies. Jeff enjoyed traveling - especially vacations on the beach. He did not like to fly, so he and Kathy would drive to the annual IOMGIA conventions and make it a vacation. He was devoted to his family, coached his daughter, Amy, in softball and basketball, and never missed her volleyball games. Birthdays and holidays were celebrated with much love and many traditions, and IU basketball games were marked on the calendar to be watched while texting and calling friends and family. Visitation for Jeff will be from 11:00 am until 2:00 pm on Wednesday, October 23rd at St. Luke's United Methodist Church in Indianapolis (100 West 86th Street, Indianapolis, IN 46260). A memorial service will follow at 2:00 pm in the sanctuary. Memorial contributions in Jeff's name are suggested to: Indianapolis Metropolitan Police Department, Public Safety Foundation - Wounded Guardians Program: 200 E. Washington St., Suite E254 Indianapolis, IN 46204. The program helps facilitate meeting the needs of the families for officers who have been hurt in the line of duty or are suffering traumatic illness/injury that keeps them from serving our city. Officers volunteer to help during their off duty hours, and their efforts were a tremendous comfort to Kathy and Amy during the last weeks of Jeff’s illness.
