He was born to William Steven Houston and Theresa Louise Houston (nee Steger) in Washington, DC on March 24, 1939. Following graduation of law school in 1961, he began his career as a tax attorney working in the oil and gas industry for a number of corporations including Phillips Petroleum, Monsanto and Marathon Oil Company where he finished his career as General Tax Council. It was in post-retirement years that he became a proud small business owner with Janet, operating Houston Catholic Books for 15 years.
After retirement in 1989, Bill spent his time in charitable activities while continuing to ski, play tennis and golf. He first served the Texas Bar Association Asylum Project in Harlingen, TX. He was an active member of the Serra Club of Houston for vocations. Bill also served on several Board of Directors, including Strake Jesuit College Preparatory High School, the Archdiocese of Galveston-Houston Development and Inner-City Schools Committee, and the Board of Regents at Regis University, in Denver.
