Phil was born in 1967 in Tulsa, Oklahoma to Phillip and Linda Ramsay. Phil had one sister, Michelle, and lived most of his childhood in Broken Arrow, Oklahoma. Phil graduated from Union High School (Tulsa, OK) in 1985 and then from Northwestern Oklahoma State University (TCC) with a BA in Business Administration in 1992. In that same year he married the love of his life, Tamara Karels, on 23 May 1992 in Tulsa, Oklahoma.
Soon after their marriage, Phil and Tami moved to Austin, Texas to start their life together. Phil was accepted to the University of Texas to pursue a degree in Pharmacy, but plans changed after learning of the conception of their first daughter, Megan (born 1993). Life changed suddenly, leading Phil to start a 27-year career with Farmers Insurance in the Claims department and then the Audits department. After Farmers he worked for Kemper Insurance for a year in Audits. His current employment was working for Hartford Insurance in Audits for the past 3 years. He was methodical and proficient in everything he set his mind to. He loved to help and pick up extra work whenever necessary.
They moved several times throughout their life following Tami’s career which took them from Austin to Spring, Texas where their second daughter, Madelyn (born 1998), and son, Mason (born 2003), were added to the family. From Spring they moved to O’Fallon, Missouri for a short time before moving to Hartland, Wisconsin. Phil loved the cold weather and enjoyed the beautiful lakes. Winter sports, notably ice skating on the neighborhood lake, and other outdoor activities were a common source of fun for the family. From Hartland they moved back to Texas, first to Frisco for a short 7 months before landing in Katy for the last 12 years.
Phil’s family, his wife, and children were his pride and joy. He would move mountains to make them happy. He was so proud of everything they accomplished and was happiest just being together. While the children were growing up, he enjoyed driving all three to practices and watching their soccer and football games. He was “Mr. Mom” and took on a lot of the parental responsibilities when Tami traveled for work. He was always there for each child, helping to coach and guide them in whatever life brought to them. Phil, until his last day, kept track of his children to make sure they were always safe.
Phil’s passion was cars, consuming his spare time in the garage as he became a self-taught mechanic. He purchased used BMWs for two of his children and himself drove a 2002 BMW M3 which he bought without Tami’s knowledge because he “wanted a fast car.” With the help of Google, he fixed anything and everything that went wrong with the cars, taking up a lot of his spare time. He needed to stay busy, hating to sit still for even short periods of time. When outside of his “Mechanic Shop” you could find Phil fixing things around the house, the in-laws’ house, or their friends’ and neighbors’ houses. If you called or texted, he would drop whatever he was doing and run over to help.
While growing up in Oklahoma, he was a big Oklahoma Sooner fan, following the football team through every season. He knew everything about the team, the players and coaches, and was particularly proud when his daughter Megan graduated from OU.
Phil helped raise his children in the Catholic faith with his wife. While attending church with his family he felt a love so deep and spiritual with God that he decided to convert to the faith himself. He attended classes with his father-in-law, Gerald, and was eventually baptized into the Catholic Church. It was a huge and meaningful accomplishment for him.
Phil will always be known as Mayor Phil to his neighbors and friends. With his famous humor and wit, he enjoyed entertaining and loved to throw parties, always making sure everyone had fun. To his children he was best known as SUPERMAN! To his wife he was the best husband, provider, and father to her and their children. The most kind, generous man in the world. He was her soulmate. He was loved by all and will be missed in their hearts forever. May God bring him comfort and peace.
Phillip is survived by his wife (Tamara), his daughters (Megan and Madelyn), his son (Mason), his sister (Michelle Poston), as well as nephew (Matthew Meeker), niece (Amanda Gordon), Great nephew (Ryder), niece (Rylee), and nephews (Tye and Trace).
Phillip was preceded in death by his parents (Phillip Ray Ramsay and Linda Hert) and stepfather (Gene Hert).
