Billie was born to Harvey Lee Bailey and Addie Pearl Bailey, June 20, 1925, in Flomet, Texas. She graduated from San Jacinto High School in Houston Texas. She married William John Schneider in 1944 and made Houston, Texas their home. Together they raised 3 daughters always encouraging them to be strong, independent women.
Billie was preceded in death by William John Schneider, her loving husband for over 72 years and her two brothers, Donald Bailey, and Bobby Bailey.
Billie, affectionally known to her family as GiGi, is survived by her daughters Vicki McGowen and husband George, Suzanne Black and Judy Carranza. She cherished her grandchildren Jeffrey Vacek and wife Amanda, Parker McGowen and wife Koren, Danielle Black, and Brandon Black. GiGi will be missed by her beloved great grandchildren Dylan and Addison McGowen; Matthew, Emma, Hannah, Jacob, Leah, Michael, Ava and Kyla Vacek.
Billie’s UH career began in the University of Houston’s Office of Admissions. She then transitioned to the University’s Alumni Office before retiring in August 2001 after 34 years of service. If something needed to be done, you called Billie! She also continued to serve UH on the Houston Athletic Foundation; as a founding member of Cougar Cookers, and countless other groups including the Delphians at UH until well in her 90’s. Billie received the honor of having the "Volunteer of the Year Award" at UH, presented in her name. Football, basketball, baseball, volleyball, no matter the sport, Billie was there to cheer the teams to a win. She also served as a Girl Scout leader for all 3 daughters, knocked on doors for March of Dimes and supported youth organizations such as 4-H and Texas Christian Horse Camp.
A celebration of Life is scheduled for September 5, 2023 at Forest Park Funeral home, 6900 Lawndale, Houston Texas. Viewing from 12 - 2 pm, followed by a short funeral service in the large chapel at Forest Park at 2 pm and graveside service at Forest Park Cemetery at 3 pm. Feel free to wear a touch of red, no one’s wardrobe contains more red clothing than that of Billie’s.
