He was a graduate of Harrisburg Catholic High School and Mount St. Mary's University in Maryland and retired as a Bureau Director with 30 years' service from the Pennsylvania Department of Revenue.
James was a longtime member of and usher at St. Margaret Mary's Catholic Church in Harrisburg. He was a member of and past president of the Susquehanna Township Lions Club. He was also a member of the Knights of Columbus Council 869, the Sons of the American Legion Post 730, and the Elks.
He was preceded in death by his wife of 53 years, Rita Marie Rutter. He is survived by a brother and sister in law, Jack and Pat Rutter of York, PA, John Paul and Matthew of Harrisburg and Mark of Atlanta, GA. He is also survived by his daughters Sharon of New York City and Linda (Blust) of Rochester, MI. James also leaves behind a son and daughter in law, many nieces and nephews, and two adoring granddaughters- Sarah and Emily Blust.
A Mass of Christian Burial will be celebrated at 11 AM on Thursday, November 2, 2017 at St. Margaret Mary's Church, 2800 Paxton Church Road, Harrisburg, PA 17110. Visitation will be held at the Church starting at 9:30 AM until the time of the Mass. Burial will follow the service and will be at Holy Cross Cemetery, Harrisburg. Memorial contributions can be made in his name to St. Margaret Mary's Church. Arrangements by Neill Funeral Home, Harrisburg.
