Victor was born on August 28, 1920 in Alliance, Nebraska moving to Portland, Oregon at age 5. He graduated from Jefferson High School in January 1939. During World War II, he served in the United States Navy as a Signalman 1st Class in the Pacific Fleet. After the war he worked at the US Postal Service, working his way up to a Postal Station Manager. He retired in 1975 at the young age of 55.
Victor married Frieda Hirter on June 12, 1948 in Portland, Oregon. She was the love of his life and his true soulmate. Frieda passed April 29, 1998 just six weeks short of their 50 year anniversary.
He was a loving, thoughtful, and generous family man. He always put his family first. One of his greatest joys was the family gatherings during the holidays.
He was an outgoing social man who loved to talk and made friends everywhere. He also enjoyed watching sports, gardening, and going on walks.
Victor is survived by three children, Steve (Nancy) Kaiser, David (Annette) Kaiser, Rachelle (Dennis) Weaver; five grandchildren, Justin, Melinda, Tabitha, Zachary, Jeffrey; and two great-grandchildren, Layla and Colton. Victor was predeceased by his oldest son, Larry Kaiser.
Private burial will be at Willamette National Cemetery in Portland, Oregon. No public service will take place.
