Kelly graduated from Marshall High School. He was a career Navyman serving his country on three tours in Viet Nam. He married Candy Staley on May 9, 1992 in Stevenson, Washington. He had resided in the Gresham/East Portland areas for the last 19 years.
Kelly was a member of the DAV, Disabled American Veteran Organization. He was also a member of the Veterans of Foreign Wars (VFW) Organization. Kelly was appreciative to the Class of 45. Kelly enjoyed fishing and elk hunting.
Survivors include his wife Candy, of Gresham, OR., son, Jon Turcotte, of Gresham, OR., daughters, Shae Jaeger of Baker City, OR., and Tracy Higgins, of Elgin, OR. and step-son David Alexander, Portland, OR., three sisters, Lynn Jackson, Portland, OR., Bonnie Guy, Portland, OR., and Rhonda Huston, of Damascus, OR., and four grandchildren, Alicia and Kyleigh Turcotte and Lawrence and Ashton Jaeger.
Donations may be given to the Disabled American Veterans Association.
A Nicheside service will be on Monday, January 3, 2011 at 2:30 p.m. at Willamette National Cemetery, 11800 SE Mt. Scott Blvd. in Portland, Orego
