He enlisted in the Navy at the age of 19. He served in the Vietnam War and received the Armed Forces Exemplary Medal. Frank worked for 31 years with the City of Fresno. After retiring he began working at the Internal Revenue Service as a tax examiner for nine years.
He was a devoted husband, father, grandfather, uncle, godfather, brother and brother-in-law. Frank was a true LA/St. Louis Rams fan who loved reading novels, eating sweets and hearing his country music and spoiling his dogs. He won over all who knew him with his beautiful hazel eyes and charming smile.
A great man left this world. A loss we all share.
Frank is survived by his wife, Judy Marie Tobar Mendoza; his children, Monica, Jason and Frankie Lorainne Mendoza; his beloved granddaughter, Miranda Mendoza; brother to six siblings; 11 siblings-in-law; godfather to eight; and uncle to 115 nephews and nieces.
