He leaves his wife of 46 years, Veneracion Orallo Baltazar; his sons, Horacio III and Jonathon; his daughters, Eleanor and Kathleen; his grandchildren; Madison, Cruz, Chase, Mason, Evan and Lucas.
Born and raised in Balungao, Philippines the son of Horacio Sr. and Perfecta Baltazar. Brother to Felix, Jorge, Abelardo, Lucing, Perla, Mildred, Sonia, and Victoria.
Horacio Jr. attended the University of the East in Manila. He married his childhood friend, Veneracion Vino Orallo on March 2, 1968 at Balungao Catholic Curch.
In 1965, he joined the United States Navy. He proudly served his country for 22 years and retired at Moffett Field Naval Air Station in July 1987 as a Petty Officer First Class. Instead of enjoying his retirement, he worked as a civilian contractor at Moffett Filed Naval Air Station until 1996 when he suffered a stroke that left him partially paralyzed.
A devoted husband, father and grandfather who enjoyed spending time with his family especially his grandchildren who he loved to spoil with gifts.
